Janice Whitlock (Marin Hinkle) is the hidden villainess of "Raw", episode 7.06 of Law & Order: SVU (airdate November 1, 2005). She was the wife of corrections officer Mark Whitlock and the adoptive mother of Jeffrey Whitlock, an African American boy. The couple was not financially stable, and their adoption of Jeffrey was later revealed to have been motivated by their need for money.
Janice and Mark made two life insurance policies for Jeffrey, with their combined total being $750,000. The two were forced to declare bankruptcy from having to pay the $350 monthly premium, motivating them to gain access to the money as soon as possible. With that in mind, the villainous couple hired white supremacist Brannon Lee Redding (who was a former inmate at the prison Mark worked at and was a member of white supremacy group Revolutionary Aryan Warriors) to murder their adopted son, doing so by opening fire at the school Jeffrey went to, killing him and injuring two other children that he targeted on his own.
A raid of the group's headquarters showed the records of the Whitlocks' planned payment to the group from the insurance money they would gain from Jeffrey's death, leading Olivia Benson and Dana Lewis to confront the Whitlocks for murdering their adoptive son. Realizing that they were caught, Janice adamantly refuted Benson's claim that she and her husband were racists, saying that they just needed the money. Janice was presumably arrested (off-screen) along with Mark.
