The evil and callous Heather McCoy

Heather McCoy (Tiffani Amber Thiessen) is the main villainess from from the 1990 episode "What Goes Around Comes Around," episode (4.18) for the TV series Married...With Children (airdate February 25, 1990).

Heather McCoy is a longtime object of Bud Bundy's affection, though their shared backstory revealed that in sixth grade, Heather played a cruel prank on Bud when she took his underwear and hoisted it on top of a flagpole. In the time that passed, Bud continuously relived the humiliation he suffered, and with the homecoming dance on the horizon, Bud began wooing Heather as part of a revenge plot.

Heather was Bud's date at the dance, and it was early in the episode that she was shown being taken by him in front of Kelly Bundy. The plan was for Bud to set up Heather by placing her on top of a vent, which would activate at exactly 10:00 and cause her dress to be blown upwards, exposing her underwear. At the dance, Heather brings up her sixth grade prank and apologized, leaving Bud reluctant to go through with his plan. He gets back onboard after Kelly informed Bud that Heather was being deceptive, but just before the culmination of his plan, Heather enticed Bud to leave with her and go skinny-dipping.

Kelly's instincts about Heather proved to be right, as later on, Heather turned heel and humiliated Bud once again, as she was shown hoisting his underwear on a rope with two other girls, while leading a "Bundy" chant with the rest of the students. After the dance ended, Bud was reassured by Kelly that his embarrassment will be forgotten, as she had a "chat" with Heather, while urging him to show up at school on the following day and bring a camera. As quickly revealed in the end of the episode, the evil Heather ended up tied to the lockers and gagged (assumingly by Kelly), leaving her wearing only a towel, which Buck pulled off after Kelly called him right before the other students entered.
